    اليوم تحسنت التكونات ولكن ما زالت ضعيفة عسى الغد يتحسن.

    TAIPEI, Taiwan — A typhoon crossed over southern Taiwan on Friday morning but largely spared the island’s heavily populated areas, while another, larger storm was threatening to hit the southern Japanese island of Okinawa early Sunday.

    Flood waters from Typhoon Tembin reached 3 meters (9 feet) high in one town, where armored vehicles rescued several dozen people from their flooded homes. Television pictures from the town of Hengchun showed empty buses overturned by raging waters and streets littered with uprooted trees and pieces of mangled furniture. After quickly crossing the island, Tembin returned to sea by late morning.
    Typhoon Bolaven, meanwhile, could reach Okinawa early Sunday with maximum winds near the eye forecast at 180 kph (112 mph). On Friday, the storm had winds of 162 kph (101 mph), the Japan Meteorological Agency said.

    The agency issued advisories for gale-force winds in Okinawa and high waves in the waters around the island, where more than half the 50,000 U.S. troops based in Japan are stationed.

    One of the biggest, Kadena Air Base, banned water-based activities in the rough seas as part of its preparations for the typhoon.

    In Taiwan, authorities mindful of a devastating typhoon that took 700 lives three years ago had evacuated mountainous, landslide-prone areas and readied troops for rescue operations, but for the most part, they were not needed.

    Winds measuring close to 155 kph (96 mph) toppled trees and blew out windows in the area, but no casualties were reported.

    Forecasters say Tembin, now a tropical storm, appears to be heading for mainland China but could turn back and dump more rain across Taiwan’s southern agricultural heartland.

    The impact of Tembin in the heavily populated areas of northern Taiwan was extremely limited. Businesses and schools in Taipei were operating normally, and flights at the capital’s two airports were unaffected.

    TOKYO — The strongest typhoon to approach Okinawa in several years was bearing down on the southern Japanese island on Sunday as officials warned residents to stay indoors and take the utmost precaution to ensure their families’ safety.

    Slow-moving Typhoon Bolaven was centered about 200 kilometers (125 miles) southeast of Okinawa and was expected to pass over the island Sunday evening, dumping as much as 500 millimeters (20 inches) of rain over a 24-hour period, weather officials said.
    The typhoon was packing extremely strong gusts reaching 250-kilometers-per-hour (155-miles-per-hour), which could knock over telephone poles and even overturn cars, public broadcaster NHK warned. Waves could top 12 meters (13 yards), it said.

    So far there were no reports of injuries or major damage, disaster officials in Okinawa said.

    Gusts from the typhoon could equal or surpass the previous record of 265 kph (165 mph) gusts in a 1956 typhoon, said Tsukasa Uezu, an official with the Okinawa Meteorological Observatory.

    Those strong gusts combined with the slow pace of the storm’s movement — 15 kph (9 mph) to the northwest — meant that the typhoon could inflict serious damage, officials warned.

    The Japanese Meteorological Agency said maximum wind speed near the center of the typhoon was 180 kph (112 mph). It issued storm and storm surge warnings in Okinawa prefecture and for high waves in the waters around the island.

    More than half the 50,000 U.S. troops based in Japan are stationed in Okinawa. At Kadena Air Base, one of the biggest bases on the island, all shops and service facilities were ordered closed and movement around the base was to be kept to a minimum. All entry into the ocean was prohibited.

    CORAL GABLES, Fla. — The looming threat of Tropical Storm Isaac is already affecting the Miami Hurricanes, and plenty of other teams across South Florida.

    The Hurricanes moved Saturday’s practice 35 miles north to the Miami Dolphins’ indoor facility, and will not practice on Sunday because of the storm. University officials have closed campus through Monday because of the storm, which is expected to bring high wind and several inches of rain Sunday and Monday.
    Miami opens its season on Sept. 1 at Boston College. Practice is scheduled to resume for the Hurricanes on Tuesday.

    Florida International also has closed through Monday. FIU’s football team wasn’t scheduled to practice this weekend, though the school canceled a Sunday women’s soccer match with Morehead State. FIU is scheduled to resume practice Monday, though that could change depending on what the storm brings.

    The schedule also forced the Dolphins to make some adjustments. Dolphins coach Joe Philbin brought his team in for practice Saturday morning, after losing a preseason game to Atlanta on Friday night.

    “We came in today as opposed to having today off when the weather is at least not threatening to anybody,” Philbin said.
    Philbin said the Dolphins were also planning to work early Sunday, before the worst of Isaac was expected. The Dolphins’ exhibition game with the Falcons ended amid a fierce downpour, possibly created by one of Isaac’s outermost bands.

    “We’re just making sure that everybody is safe and we can get the work done that we need to get done at the appropriate time when it is relevant,” Philbin said.

    Isaac’s pending arrival also forced Miami Heat star Chris Bosh to cancel his planned Sunday appearance at a community festival in Miami Beach to benefit his Team Tomorrow non-profit organization. On the Gulf coast side of the state in Fort Myers, a women’s soccer match between Florida Atlantic and Wisconsin-Green Bay was moved up from Sunday to Saturday to beat the storm, and another game there between Florida Gulf Coast and Illinois State has been moved up to 10 a.m. Sunday for the same reason.

    Hurricane watches and warnings are posted for parts of Florida, including the Tampa area, where the Republican National Convention starts Monday. GOP officials said Saturday that the convention will open Monday as planned, then be immediately recessed until Tuesday afternoon because of Isaac’s expected arrival.
